Donald (Don) J. Foster

Don started his mining career in June 1972, working for North American Coal Co. at the #6 mine that was later owned by Ohio Valley Coal Co. He was an equipment operator for three years, became a section foreman, and advanced through various management positions to assistant mine superintendent. In 1978, Don became a member of the company mine rescue team that also served as one of the State of Ohio's response teams that participated in three major coal mine fires and numerous other events involving irrespirable atmospheres. Don’s career with MSHA began in May 1991, working as an Inspector in the Dover, NJ Field Office.

During his time with MSHA Don was a member of the MNM National Mine Rescue Team, Field Assistance Team, and was an Accident Investigator, Special Investigator, Conference and Litigation Representative, and Field Office Supervisor in Newark, OH. He became the Assistant District Manager in the Northeast District and in 2010, was promoted to a District Manager. Don holds a degree from Marshall University in Occupational Development. Since 2000, Don has served on the National Mine Rescue Rules Committee and in 2002, became the Chief Judge for the MNM National Mine Rescue Contest. Don is a strong advocate for mine rescue and enjoys interacting with all of the teams at the contests.
