The Policy and Program Coordination Division (PPCD) is responsible for providing guidance on training programs and training activities to ensure consistency with existing agency policy. The PPCD reviews all training materials developed in support of these activities, and coordinates training programs with other Federal and State Agencies, mining companies, educational institutions, and labor organizations. PPCD also formulates and interprets MSHA training policy under 30 CFR Part 46 and 30 CFR Part 48.

PPCD's Qualification and Certification Unit maintains records on the certification and qualification of individual mining industry personnel nation-wide. The PPCD also sponsors Joseph A. Holmes Safety Association and Holmes Safety Association activities.
