Bill holding report Once a bill has been introduced in the House or Senate, it is usually referred to a Committee that reviews proposed laws on a particular subject. For example, when legislation to amend the Federal Metal and Nonmetallic Mine Safety Act and the Federal Coal Mine Health and Safety Act was introduced in the House of Representatives, it was referred to the Committee on Education and Labor. After the bill is in Committee, it may be referred to a subcommittee, or the Committee may elect to hold public hearings. If the Committee decides to favorably report the bill to the House, it will issue a report explaining what the Committee did and how it arrived at its final draft of the bill.
